Job Summary

Provide leadership, strategic guidance and professional oversight for the major functional areas of Campus Operations & Facilities Services. This includes a nearly 100-acre main campus and two mountain sites, over 140 buildings and more than 80 full time staff members. The operational departments include campus planning, capital construction and programs, residential maintenance, campus energy efficiency programs, HVAC, electrical, plumbing, carpentry, grounds, custodial, transportation, campus support services, campus plant heating and cooling operations, campus utility and technical services (includes engineering), low voltage systems coordination, repair, and support, and environmental health and safety.

Responsibilities

Vice President & Chief Financial Officer (CFO) Support
• Support the VP for Finance/CFO by providing administrative leadership services, guidance and involvement on a variety of projects, campus programs and physical plant initiatives.
• Negotiate and manage campus service contracts for operations, maintenance and fire, life safety.
• Assist in the development and implementation of goals and objectives, assist in division administrative functions to include policy development.
• Serves as the campus new construction and facilities maintenance programming and design leader and represents the VP as assigned.
• Lead, supervise, and coordinate new construction, maintenance, repair, renewal, improvements, and planning for facilities, grounds, and utilities.
• Collaborate and communicate closely with all college leadership to carry out the mission and strategic plan of the college and the priorities of the Finance and Administration Division.
• Support all college buildings and maintenance activities to insure timely and cost-effective project delivery while meeting the intent of the Campus Master and Strategic plans.
• Assist the VP/CFO in communications with the Trustee Committee on Buildings, Grounds and Infrastructure.

Facilities Services
• Lead the department by creating a collaborative and participative team environment whereby all staff support the mission and core values of the department and the college. This includes developing and administering best practices in facilities and operations management, establishing an efficient and effective organizational structure, identifying the most effective staffing needs, developing relevant objectives and measures of performance, and practicing a leadership style which builds beneficial and productive relationships within the Facilities and operations department.
• Lead the effort with regard to the college’s core value of “nurture a sense of place and an ethic of environmental sustainability” as the work relates to preserving the historic traditions and reducing the carbon footprint of the college’s built environment. Support and help lead the college’s commitment to further reducing its carbon footprint.
• Develop and manage the campus’s annual operating and renewal and replacement programs. Develop a proactive database structure and tool to determine, forecast, and manage campus facility condition.
• Develop and execute a comprehensive Campus Preventative Maintenance program aimed at maintaining and improving facility conditions while avoiding costly emergency projects and repairs, and prioritizing mission critical facility renewal projects and activities.
• In the fulfillment of the campus Master Plan, work closely with other campus facility review committees, initiate, organize and recommend annual and long-term plans for capital improvements, landscape, and major repair and/or reconstruction programs to preserve and enhance the college. This includes periodic updating of the Campus Master Plan as needed and continuously evaluating facility condition and functionality for meeting program and residential life expectations.
• Have a strong understanding of local project planning processes to include both City Planning, Building Department, Colorado Springs Fire Department and other Authorities Having Jurisdiction (AHJ) project plan requirements including constructional completion approval/occupancy processes.
• Manage contracts with architects, engineers, and consultants in the planning and development of new construction and/or the refurbishment of existing facilities. Supervise new construction work and other contracted projects to assure that facilities are constructed in accordance with current building codes, contract specifications, are compatible with and complement the college's programs and mission and are completed on schedule and within budget.
• Initiate and manage all college initiated capital construction contracts to ensure warranty, maintenance, and delivered functionality and service meets the building stakeholders needs.
• Lead the effort to develop and deliver time sensitive design and construction requests for proposals and contracts to meet respective project needs.
• Act as liaison in partnering with federal, state and city entities when necessary as they affect or benefit the operations, maintenance, and environmental impact of facilities of the college.
• Implement guidelines, standards, and training programs to ensure maintenance activities, construction activities, and operations of both college employees and contractors take place in a safe, healthy, and environmentally responsible context.
o Support and actively contribute to the goal of achieving greater diversity, inclusion and equity at Colorado College and work effectively with all members of the campus community.
o Promote a culture of safety and environmental protection by working in a safe manner; immediately reporting unsafe situations and accidents; following college procedures; and participating in appropriate safety training.
o Demonstrate environmental sustainability by using college resources wisely and supporting the college’s sustainability initiatives and innovation.
o Perform other duties as assigned.

Minimum Qualifications

Bachelor’s degree in engineering, architecture, facilities management, business administration or related field plus a minimum of ten years of progressively responsible administrative and supervisory experience working in a facilities’ operations, new construction, and maintenance setting. In addition to having solid management skills, the AVP must have demonstrated team building, time management, and innovative problem-solving skills; be highly organized and able to think strategically; have strong project management skills; experience leading high risk projects and meeting multidisciplinary design and function goals; have excellent interpersonal and written communication skills and a proven ability to work on several projects concurrently while meeting deadlines. Experience in detailed project milestone planning and budget management skills are required. Experience in the management and development of American Institute of Architects (AIA) contracts. Extensive experience in specifying project delivery contracts and systems to include Cost Plus, GMP, Design Bid Build, and Not to Exceed Time and Materials projects. Must possess the ability to foster collaboration within the organization and have a strong commitment to excellent stakeholder service; keep up to date on current technical procedures and governmental regulations; ability to analyze and optimize operational systems to improve upon their effectiveness and efficiency; expertise in Microsoft Office products; the ability to work effectively and energetically with all college constituencies and with the neighboring community. Ability to build a strong sense of shared commitment amongst Facilities staff and Administration to the needs of other college administrative components – including those of staff, faculty and students.

Preferred Qualifications

An advanced degree in engineering, architecture, or construction project management; certification as a Facilities Manager (CFM), LEED AP certification, and/or a Project Management Professional (PMP). Experience in and an understanding of the culture of a small, residential, liberal arts college is preferred.

Anticipated Hiring Salary Range:

  • Band N; $129,363 to $164,938 per year
